Coliemore Harbour lies within the statutory limits of the port of Dublin and the port has statutory jurisdiction over all matters relating to navigation and pilotage insofar that may arise in connection with the harbour.
However, the piers at Coliemore were built by the Dalkey Town Commissioners in accordance with powers conferred by the Dalkey Township Improvement Act 1867 which also authorised the commissioners to make regulations for the harbour and for the control of boatmen and others using the harbour. Unlike Balbriggan and Skerries, the Coliemore piers were never transferred to the port, and Dún Laoghaire-Rathdown County Council (as successors to the Dún Laoghaire Borough Corporation and the Dalkey Commissioners) own and is responsible for the maintenance of these piers.
